Recently, the photovoltaic industry has been blowing warmly. Following the State Council’s introduction of the “National Six Articles” and the promotion of industrial health development in June and July of the State Council, the policies of the National Development and Reform Commission and the local government for the photovoltaic industry have recently come to the fore, and the excess capacity of domestic PV companies will be digested.

On August 30, the National Development and Reform Commission issued two major documents to clarify the three types of subsidies for the three types of ground power stations. According to the advantages and disadvantages of optical resources, they are divided into 0.9 yuan, 0.95 yuan and 1 yuan per kWh; distributed photovoltaic power plants subsidize 0.42 per kWh. Yuan; renewable energy surcharges rose from 8 to 1.5 points.

The subsidy standard for distributed PV feed-in tariffs is 0.42 yuan per kWh, which is 20% higher than the subsidy standard of 0.35 yuan per kWh in the Exposure Draft. Meng Xianyu, vice chairman of the China Renewable Energy Society, believes that this policy has exceeded expectations. National policies support the development of large-scale power stations on the ground to the west, while the central and eastern regions encourage the development of distributed generation.

Under the support policy of the National Development and Reform Commission, some local governments have also introduced corresponding supporting measures to encourage the healthy development of distributed photovoltaic power generation. For example, Heilongjiang Province recently introduced a series of related distributed photovoltaic power generation policies. Enterprises and individuals, as long as conditions permit, can apply to the power sector to install solar modules, set up small power stations, and “surplus electricity” into the national grid. The sale of electricity can be profitable.

At present, the surplus power price of the residents of Heilongjiang Electric Power Department is recovered at 0.41 yuan per degree. In addition, the latest NDRC policy subsidies for photovoltaic power generation policy, that is, 0.42 yuan per degree, the price of residential surplus electricity online can reach 0.83 per degree. yuan.

The National Energy Administration also announced the first batch of 18 distributed photovoltaic power generation demonstration zones in China, involving 12 provinces and cities. In 2013, the demonstration area reported a total installed capacity of 749 MW, and the planned installed capacity in 2015 totaled 1,823 MW. In October this year, the National Energy Administration will also launch the second batch of national distributed photovoltaic power generation application demonstration zones.

The Energy Bureau's policy has really stimulated the market demand for the photovoltaic industry. It is understood that a number of park projects have been started, and some domestic PV companies have stepped up their efforts. For example, the 50 MW distributed photovoltaic power generation project in Wuxi High-tech Zone of Jiangsu Province has already received investment from Rui Rui Power Company and will launch an EPC general contract invitation invitation tender this week.

Some listed companies will also split the domestic PV market. Xinyi Glass reported the approval of a 100 MW distributed photovoltaic power generation project. It plans to implement an installed capacity of 69 MW in 2013. The rest will be completed by 2015, and more than 80% of the electricity generated will be used by the company.
