From the introduction of the distributed photovoltaic power generation subsidy price to the announcement of the distributed photovoltaic power generation application demonstration zone, combined with the speech of Wu Xinxiong, deputy director of the recent Development and Reform Commission, the photovoltaic industry has once again become the focus of the market. However, for the domestic PV application market, the effects of these policies that have been introduced in a short period of time are still limited.
Financing is difficult to solve
It is reported that among the 18 first batch of national distributed photovoltaic power generation application demonstration zone projects announced, most of the projects have not been started for more than one month since the announcement. This is true of the demonstration areas with policy advantages, not to mention other areas that have not been included in the demonstration area nationwide.
In fact, whether it is a demonstration zone or a non-demonstration zone, financing issues have become the “roadblock†for these PV applications. The China Development Bank is a financial support organization for distributed photovoltaic projects with clear policies. It will focus on piloting innovative financial services, such as new energy demonstration cities, green energy counties, and distributed photovoltaic power generation application demonstration zones, and establish investment and financing institutions that cooperate with local governments to provide financial services for distributed photovoltaic power generation projects.

The person in charge showed the reporter a list of the procedures used in the operation of the approval. There are 19 procedures, including the approval procedures of the local Development and Reform Commission, the Provincial Development and Reform Commission, and the local power company.
So many procedures have significantly reduced the speed of construction of distributed PV applications. The person in charge said that if the approval system can be changed to a filing system, the speed of the promotion of distributed photovoltaic projects will be much faster.
