1. Actively fulfilling the three core functions and consciously integrating into the industry transformation and upgrading
The industry market and economic downturn have been going on for more than four years. At present, there is no sign of easing and the downward pressure is getting bigger. After the second quarter of this year, the situation is even more severe, and the industry adjustment has shifted to the most critical moment. Under such a background, the Association continued to implement the spirit of the "Regional Reform and Functional Transformation Program of the State Council", aimed at building a modern social organization, actively adjusted, actively transformed, and closely focused on fulfilling "providing services, reflecting demands, and regulating behaviors". The three core functions are to explore and innovate.
(1) Content and methods of innovative services
First, upgrade information service content and products. The provision of information services is an important part of the services provided by the Association and one of the most potential businesses of the Association. This year, the Association upgraded the statistical business as a key task of the association's business construction. By innovating and upgrading information products, the company actively provided industry operation information and market information for industry enterprises.
Second, promote the matching of supply and demand of key users. With the support of relevant ministries and commissions, the association has organized more than a dozen key industry enterprises to engage in exchange activities with aviation companies such as Shen Fei, Cheng Fei and Chang Fei. In order to restrict some of the problems affecting the procurement of domestic CNC machine tools, we have done some service work in terms of communication and coordination, feedback information and so on. The supply and demand docking activities are aimed at implementing the long-term cooperation mechanism, aiming to promote the application of domestic high-end CNC machine tools in key fields such as aviation, aerospace and military.
Third, organize industry companies to exhibit overseas. In order to adapt to the new environment of industry transformation and upgrading, and to build a service platform for enterprises to enter the international market, the association decided to test the overseas group to participate in the exhibition. At the EMO 2015 exhibition in Milan in October this year, the Association first tried overseas to participate in the exhibition, and successfully achieved breakthroughs. A total of 31 domestic companies were organized to exhibit, accounting for one-third of the 109 Chinese exhibitors, and most of them were strong enterprises. The exhibition area is 1,100 square meters, accounting for 1/2 of the exhibition area of ​​all Chinese enterprises, and the exhibition has achieved good results.
Fourth, the preparation of "China Machine Tool 2020". As early as April last year, the State Council officially launched the preparation of the 13th Five-Year Plan. On May 8 this year, China Manufacturing 2025 was officially released. After comprehensive and comprehensive consideration, the association decided to prepare the "China Machine Tool 2020" under the framework of the "13th Five-Year Plan" and "Made in China 2025". Its positioning is the vision of the industry development, and its main role is for the competent authorities and industries. Enterprises provide reference and reference.
(2) Actively propose policy recommendations to the government
This year, the Association has firmly grasped the favorable timing of the relevant government departments in coping with the economic downturn to formulate industrial support policies and formulating the "13th Five-Year Plan", and has repeatedly proposed a package of policy recommendations from the perspective of the industry. For example, in September, the Association submitted a written proposal to the Equipment Department of the Ministry of Industry and Information Technology to completely abolish the tax exemption policy for imported machine tools and related parts. It is also planned to study the possibility of reducing the tax burden in the machine tool manufacturing industry, and on this basis, put forward a formal report to reduce the VAT rate.
(3) Exploring and trying to counter unfair competition in the industry
For a long time, "normative behavior" has always been a weak link in the work of the association. In the fourth quarter of last year, the association tried to use anti-unfair competition as the entry point for "normative behavior" and officially released the "China Machinery Tool Industry Anti-Unfair Competition Convention". The positive response of industry enterprises, especially member companies of the association.

2. Focus on upgrading service capabilities and comprehensively strengthen the association's own construction
The level of self-construction determines the ability and level of the three core functions of the association. In the past year, the association has taken business construction, team building, organization construction, system construction and cultural construction as the starting point, strengthening the construction of the three service platforms, and actively adjusting and actively Transformation and a series of explorations and attempts in the direction of building a modern social organization.

(2) Targeting transformation and upgrading, building three service platforms
Last year, the association proposed to build three service platforms, namely the exhibition business platform, the information business platform and the technology exchange platform. In the past year, the construction of the three major service platforms has made progress.
First, promote the comprehensive upgrading of the exhibition business. CCMT2016 continues to promote the process of internationalization, specialization and information upgrading. Second, make every effort to build an information service platform for the association. Third, actively build a platform for industry technology exchange and cooperation.
In addition, the association has also done a lot of work and innovation in the import of high-end CNC machine tool review, industry industry safety warning, international exchange and cooperation, etc., not listed here.

Second, the basic considerations for next year's work
The basic considerations for next year's work: Focusing on the goal of building a modern social organization, consciously establish and strengthen market awareness, membership awareness, service awareness and openness, and further promote and improve the construction of the three service platforms of exhibition business, information business and technology exchange, and comprehensively strengthen The association's own business construction, team building, organization construction, system construction and cultural construction improve the ability and level of fulfilling the three core functions of “providing services, reflecting demands and regulating behaviors”. To this end, we focus on the following work and exploration.

2. Reflecting industry demands in a timely manner and playing a long-term role
From the perspective of enterprises and governments, the association is a channel for member companies to reflect their demands to the government. The association should actively play the role of a long-term mechanism that reflects industry demands. The government will promote the "economic structural reform" as an opportunity to resolve the two key directions of overcapacity and reduce corporate costs, actively reflect industry demands, and strive for a favorable policy environment for industry development.

3. Continue to explore effective mechanisms to promote industry self-discipline
“Regulatory behavior” is one of the functions of an industry organization, and the association is responsible for implementing self-discipline in the industry. On the basis of the "Convention on Unfair Competition in China's Machine Tool Industry", the Association will continue to explore effective ways to promote self-discipline in the industry in terms of how to unite the consensus of members, safeguard the overall interests of the industry, safeguard the interests of users, and maintain a fair market competition.
