Organized by the Ministry of Industry and Information Technology, the “Rare Earth Industry Cleaner Production Technology Implementation Plan (Draft for Comment)â€, which aims to accelerate the application and promotion of rare earth advanced clean production technologies and improve the clean production level of the industry, was publicly released and began to solicit opinions. According to Prof. Zhang Wei, Dean of the Institute of Rare Earths of Inner Mongolia University of Science and Technology, the “Proposal†proposed four new technologies to be promoted, which can basically solve the problems of soil erosion, resource waste and “three wastes†exceeding the standard emissions caused by rare earth enterprises. At present, these technologies have successfully realized industrial application in Jiangsu Guosheng Rare Earth Company, Baoding Rare Earth Material Testing Plant, Rare Earth New Materials Co., Ltd. and Guangdong Zhujiang Rare Earth Company. Among them, the low-temperature sulphation dynamic roasting technology of rare earth concentrates solves the problem of environmental pollution caused by sulfuric acid roasting tail gas and radioactive slag of Baotou rare earth concentrate. The “Non-Saponification Extraction and Separation of Rare Earth New Process†completed by Beijing Research Institute of Nonferrous Metals and Rare Earth New Materials Co., Ltd. won the second prize of National Science and Technology Invention 2012. Since 2005, it has succeeded in 7 large rare earth enterprises. Implementation, economic and environmental benefits are significant. Chinalco Rare Earth Co., Ltd. is using a low-carbon, low-salt and ammonia-free nitrogen rare earth oxide separation and purification technology to build a 5,500 ton/year rare earth separation plant in Chongzuo, Guangxi. The fuzzy/linkage extraction separation process led by Beijing Research Institute of Nonferrous Metals meets the demand for ultra-pure rare earth oxides for high-end rare earth functional materials, and can reduce acid and alkali consumption by more than 30%. At present, domestic enterprises have built the first solvent extraction and purification production line with an annual output of 100 tons of ultra-pure rare earth oxides.
Wang Guozhen, former vice president of China Nonferrous Engineering Design and Research Institute, said that the environmental protection technology transformation of the rare earth industry is imminent. According to him, in order to achieve energy conservation and emission reduction and emission of radioactive pollutants, the existing rare earth mining, selection and smelting production enterprises must reduce the “three wastes†and radioactive waste generation from the source through technological innovation and green production technology. Quantity, while reducing energy consumption. The application and promotion of new technologies must be treated equally. Key enterprises such as Baotou Steel, China National Color, Chinalco, Minmetals, etc. can take the lead in implementing new technological transformations. The improvement of protection and technology will promote the adjustment and upgrading of the rare earth industry and eliminate the disorderly competition at the expense of the environment.
Zhang Wei said that China's rare earth resources mining and separation process requires the use of a large number of acid and alkali and extractants, and there are many pollution links, which can lead to vegetation destruction and serious soil erosion. After monitoring, ammonia nitrogen, sulfur, fluorine, chlorine and COD (chemical oxygen demand) in the “three wastes†emitted by rare earth production enterprises generally exceeded the standard, causing different degrees of pollution to water bodies and the atmosphere. At present, some rare earth enterprises are lagging in production technology and equipment technology, and environmental protection investment is still relatively small, and pollution problems are more prominent. In Ganzhou, Jiangxi alone, it is necessary to invest 38 billion yuan in ecological restoration of pollution caused by rare earth production.
The heads of many rare earth enterprises in Inner Mongolia, Jiangxi, Sichuan and other places reflected that the financial pressure brought by environmental protection technology reform is unbearable. In addition to the technology transfer fee, the new technology production line using new technology also needs a large investment. They hope that the state and local governments will formulate preferential policies for technological transformation enterprises as soon as possible. Lin Donglu, secretary-general of the China Rare Earth Society, and Wang Xiaotie, deputy secretary-general of the China Rare Earth Industry Association, suggested that the National Development and Reform Commission and the Ministry of Finance’s special funds for the technical reform of the rare earth industry could be used to accelerate the promotion of independent technologies. At the same time, rare earth enterprises should “go out†and accelerate Exchange and cooperation with foreign companies with advanced technology to achieve mutual benefit and win-win.
