NDRC: Fuel Surcharge Charge Standard will be lowered by 5.58%

The National Development and Reform Commission and the Civil Aviation Administration announced today the new rate of passenger transport fuel surcharges for civil airlines on domestic air routes, stipulating that the domestic aviation kerosene comprehensive procurement cost will exceed 100 yuan per ton per benchmark oil price, and the maximum fuel surcharge unit collection rate should not exceed one per kilometer. 0.002541 yuan, the new unit collection rate will be implemented from April 1 this year.

According to the linkage mechanism for passenger fuel transportation for domestic routes and aviation kerosene prices announced in 2009, the aviation fuel surcharge collection rate is determined according to the following formula:

800 km (or below) maximum fuel surcharge standard for the following routes = 0.00002691 × (integrated procurement cost of domestic aviation kerosene-4140) × 800

The highest fuel surcharge standard for air routes above 800 km = 0.00002691 × (integrated procurement cost for domestic aviation kerosene-4140) × 1500

According to the newly announced rate of passenger transport fuel surcharges on domestic routes, it is equivalent to a downward adjustment of 5.58% on the original basis of 0.00002691.

The responsible person of the National Development and Reform Commission and Civil Aviation Bureau stated that the above fuel surcharge unit collection rate is based on the linkage mechanism between passenger fuels for domestic air transportation and aviation kerosene prices announced in November 2009 and the actual consumption of aviation kerosene on domestic routes in 2011. Volume, passenger transport turnover, and taking into account the airline self-digested fuel cost increase factor calculated not less than 20%.
